Wohlsen Celebrates Completion of TLC’s HUB Veterans Housing

Tarik Casteel, President of TLC Construction and Renovation, a general contractor and development firm from Harrisburg, PA, had a vision for his next project: something that would spur redevelopment in a low-income area of the city, help an under-served population, and assist ex-convicts in their path to reintegration.

All these elements came together in his win/win/win project, the HUB Veterans Housing. In 2015, Casteel and non-profit Christian Recovery Aftercare Ministry (CRAM) began planning the Harrisburg Uptown Building (HUB). Having worked with Casteel on several projects in the past, Wohlsen Construction came on board to offer guidance in the company’s first major development undertaking, and also worked as the project’s lead contractor.

Part of this four-phased project is the HUB Veterans Housing, a three-story affordable housing facility with 20 one-bedroom apartments for veterans. Developed by Casteel’s HUB Veterans Housing LP, and designed by LeFevre Funk Architects, the building provides veterans with smart classrooms where computer- and work-based training is provided, along with community and fitness rooms.

HUB Veterans Housing received one of the first-ever minority developer tax credit grants from the Pennsylvania Housing and Finance Agency (PHFA) and was awarded the tax credit on its first application.

The Wohlsen team constructed the project in association with Casteel’s TLC Construction and Renovation, utilizing craftsmen from local and minority-owned businesses, as well as carpenters from TLC’s Work-Based Training program, which trains ex-offenders in carpentry to assist in their reintegration into society.

Wohlsen is proud to have partnered with TLC Construction, in addition to offering guidance with the project’s development. We are excited to see TLC grow and continue to do great things for the City of Harrisburg.

The nine-month project culminated in a ribbon-cutting ceremony on July 10th with veterans moving in that same day.
